Bildungsgutschein for Career Coaching: Your Complete Guide for 2026
Did you know that Germany can fully cover the cost of professional career coaching? If you are registered with the Employment Agency (Agentur für Arbeit) or the Jobcenter, you may be eligible for a Bildungsgutschein – which means free coaching designed to support your next career step.
In this guide, you will learn what the Bildungsgutschein is, who can receive it, how to apply for it – and why good preparation can make the difference between approval and rejection.

What is the Bildungsgutschein?
The Bildungsgutschein is a government funding instrument that allows you to receive professional training – or career coaching – free of charge. The legal basis for this program is § 81 SGB III (German Social Code, Book III).
The voucher is neither a loan nor a partial subsidy – it means that the costs are fully covered by the Agentur für Arbeit. You do not have to pay anything out of pocket.
Important change from 2025: Since January 1, 2025, the Agentur für Arbeit has been the only authority issuing the Bildungsgutschein – including for Bürgergeld recipients, who were previously funded directly through the Jobcenter.
If you receive Bürgergeld, your first point of contact remains the Jobcenter. There, your situation and goals will be discussed, and your caseworker will – if the outcome is positive – issue a recommendation and contact the Agentur für Arbeit together with you. The final decision and issuance of the voucher are then made by the Agentur für Arbeit. So the process is slightly longer, but access to funding remains fully available.
Who is the Bildungsgutschein for?
A common misconception is: “This is only for long-term unemployed people.” In reality, a much broader group of individuals can receive funding.

You can apply for a Bildungsgutschein if you:
• are unemployed and receiving ALG I or Bürgergeld
• are at risk of unemployment (e.g., fixed-term contract ending, notice of termination)
• are returning to the workforce after parental leave or caregiving periods
• see your job threatened by digitalization or restructuring
• have a recognized residence status and work authorization in Germany
Dieser letzte Punkt ist besonders relevant für ukrainische Fachkräfte in Deutschland: Wer mit Schutzstatus und Arbeitsberechtigung registriert ist, hat in vielen Fällen Zugang zu dieser Förderung.
What does the Bildungsgutschein cover?
• If your Bildungsgutschein is approved, the Agentur für Arbeit usually covers:
• Course or coaching fees (fully covered, with an AZAV-certified provider)
• Travel costs to the program
• Childcare costs, if incurred due to participation
• Accommodation and meals for programs outside your place of residence
Additionally, anyone participating in a qualification-oriented training program may also receive a monthly training allowance and a training bonus, provided the requirements are met.
Quick explanation: Bildungsgutschein vs. AVGS
In addition to the Bildungsgutschein, there is the Activation and Placement Voucher (AVGS) – a similar instrument, but specifically for shorter coaching and activation programs. Career coaching can be financed either through a Bildungsgutschein or an AVGS, depending on the program format and duration. Which option is suitable for you will be determined together in a free initial consultation.
Step by Step: How to Apply for the Bildungsgutschein
The process may sound bureaucratic, but it is quite manageable – once you know how it works.

Step 1 – Register with the Employment Agency
If you are not yet registered: Report yourself as job-seeking, ideally three months before the end of your employment. The earlier, the better.
Step 2 – Contact the Right Point of Contact
This depends on the type of benefit you are receiving:
• ALG I: Contact the Agentur für Arbeit directly and schedule a consultation with your caseworker.
• Bürgergeld: Your first point of contact remains the Jobcenter. There, you discuss your goals with your caseworker. If the outcome is positive, they issue a recommendation and forward your case to the Agentur für Arbeit, which then issues the voucher. The process is slightly longer, but access to funding remains fully available.
Step 3 – Go to the Meeting Well Prepared. This is the crucial step—more on this in the next section.
Step 4 – Receive and Redeem the Bildungsgutschein. Once approved, you will receive the voucher. It is usually time-limited (typically 3 months), regionally restricted, and tied to a specific educational goal. Make sure to redeem it on time with a certified provider.
Step 5 – Start Coaching. After redeeming the voucher, the sessions begin—online, and if desired, in German, English, or Ukrainian.
How to Convince Your Employment Caseworker
Many people are rejected on their first attempt—not because they aren’t eligible, but because they didn’t strategically prepare for the meeting.
The key question your employment caseworker wants answered is: “Does this measure improve this person’s chances of being placed in the job market?”
Everything you present should clearly answer this question with a “Yes.”
What you should bring:
Current resume
• Specific job postings in your target area (this shows there is a real market demand)
• Clear description of the skills gap: What do you currently lack to get these positions?
• Information about the provider: AZAV certification, program description, costs
• A precise statement of your goal: Not “I want to develop further,” but “I want to secure a position as [job title] in [industry] and need targeted coaching in [specific area]”
The right tone for the meeting: Speak the system’s language. The goal of the Jobcenter is to get you into employment—show that this coaching directly contributes to that objective.
Common Mistakes When Applying – and How to Avoid Them
Mistake 1: Too general a justification
“I want to develop professionally” is not a sufficient argument. Be specific: Which position, which industry, and which skills gap?
Mistake 2: Not being able to name an AZAV-certified provider
Without proof that the provider and program are AZAV-certified, the application is usually not approved. Make sure you bring this information with you.
Mistake 3: Not redeeming the voucher on time
The Bildungsgutschein has an expiration date. If you wait too long, you lose the entitlement and must start the process over.
Mistake 4: Going to the consultation unprepared
Many underestimate how crucial the first meeting is. Good preparation significantly increases your chances of approval.
